Capacity Building for Land-based Pollution and Integrated Coastal Management (ICM) with ICM Learning Sites Agenda

Strengthening instruments of prevention is required to effectively control marine pollution from land-based activities. Thus, in the framework of controlling marine pollution from land-based activities, the instrument of Integrated Coastal Management (ICM) has been developed as an integrated approach involving various stakeholders to sustainably manage coastal and marine environment.

The implementation of ICM principles to control marine pollution from landbased activities adopts an integrative and holistic decision-making framework, using an interactive and process-oriented approach. ICM integrates crosscutting issues by involving stakeholders and creating ownership, as well as improving coastal governance through strategic planning, policy and management integration, and strong coordination among institutions.

The Ministry of Environment and Forestry (MOEF) has been in close cooperation with 6 (six) sites in Indonesia (the regencies of Sukabumi, Tangerang and East Lombok; cities of Bontang and Semarang; and Bali Province) to continuously scale up their respective ICM programs. RC3S seize the opportunity to equip them with capacity to monitor land-based pollution within their scope area. While encouraging each sites to conduct monitoring, the capacity building activity aims to also identify priority areas for management improvement and integrate efforts to control land-based pollution into the ICM mechanism.
